Public submissions on the Franchise Agreement.

In 1997, a total of eight submissions were received on the Franchise Agreement proposal.

They were all in support and came from:

The diagram below shows various links that existed in 1997 between six submitters (indicated ), Mayor David Hawkins, Monica Aplin (Councillor in David Hawkins's Action Group) and Accent Point Development, a private company.

After the franchise agreement with United Water had been signed, Accent Point Development got the contract from Papakura District Council to build a $4million new library building. The funds for this came from the $13.1 million paid for the water franchise.
